Organization of World Heritage Cities (OWHC)
The Fez Charter was adopted at the Founding General Assembly of
the Organization of World Heritage Cities in 1993. The document
recognizes the important role that cities play as cultural centers
and exemplars of human achievement. The Charter recognizes the fragility
of cities and the forces of change at work in them. It notes the
importance of cooperation on the part of residents, modern and efficient
management techniques, and adequate financial resources if cities
are to be protected. Parties to the Charter agree to cooperate for
the welfare of the citizens of World Heritage Cities and to improve
support for conservation in World Heritage Cities through research,
training, and exchange.
