Note: A voluntary association of sovereign states made up of Great Britain and several of its former dependencies who have chosen to maintain ties of friendship and practical cooperation and who acknowledge the British monarch as symbolic head of their association. It evolved out of the British Empire. There are no formal constitution or bylaws and members have no legal or formal obligation to one another. Membership has changed since its formation: prior to 1783, Crown and Parliament claimed full authority over colonies, but then self government began to evolve. Further broadening of the meaning of the Commonwealth recognized the possibility of members' choosing republican or other non-parliamentary forms of government and the possibility of resignation from the association. Members may be suspended from membership. Meetings of Commonwealth heads of government take place every two years. As of 2003, there were 54 member nations around the world; the populations of these 54 nations represent about 30% of the world population.
