The 11th World Symposium was held in Sintra, Portugal, November 22–25, 2011, under the theme "World Heritage Cities and Climate Change." At this congress, the Conservation Institute organized a workshop for mayors of World Heritage Cities focused on the core concept of preservation of heritage: the significance of place and the values embedded in it.

The workshop was centered upon three key concepts:

  1. Understanding heritage values, significance, and setting
  2. Retaining values and significance: Making good decisions
  3. Interpreting and promoting heritage: Supporting and sharing appreciation of the site

Participants were invited to present three key elements that sustain the significance of their city, three important threats to the heritage, and ways in which they promote the value of place.
