Note: A military alliance of 19 countries (as of 2003) established by the North Atlantic Treaty (also called the Washington Treaty) of April 4, 1949, with the aim of creating a counterweight to Soviet armies stationed in central and eastern Europe after World War II. The primary role of the organization is to protect the freedom and security of its member countries by political and military means; an attack against one or several members would be seen as an attack against all members. It serves as a link between North America and Europe and provides a forum for countries to consult together on security issues of common concern and to take joint action in addressing them. The North Atlantic Council consists of representatives of the 19 allies. NATO maintains dialogue and cooperations with non-NATO countries through the Euro-Atlantic Partnership Council (EAPC), Partnership for Peace (PfP), Mediterranean Dialogue, Russia-NATO, Ukraine-NATO, and the South East Europe Initiative. In 2002 Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia were invited to begin accession talks to join NATO; they are expected to become formal members by May 2004.
