Wordt gebruikt voor gebouwen waar behoeftigen of anderszins hulpelozen zonder andere opvang worden verzorgd en te werk gesteld op kosten van de overheid; werden in de Verenigde Staten halverwege de 18e eeuw ingesteld en meestal gefinancierd door plaatselijke of nationale regeringen of door parochies; in Engeland waren ze aanvankelijk onder het beheer van kloosters voor het uitreiken van aalmoezen maar werden later bekostigd door particuliere liefdadigheidsinstellingen.
