My best advice:

BE ON THE COMMITTEE!!!

We built 2 new schools 3 years ago and 2 of us (art treachers) were
involved and we have FABULOUS art rooms.
The NAEA has a book of standards for new facilities that you can purchase.
Of course we didn't get everything they rec. but with that professional
point of view, we got a lot.
