Linda , I believe the NAEA standards have specific times rec. for art per week.

YES, I just found it in the NAEA Visual Arts Assessment and Exercise
Specifications publ. March, 1994.

p. 7.... total assessment time for 4th gr will be 60 minutes.
8-12th gr 60 to 90 minutes.

I guess you should try to get the whole book from them as there's a lot of
ammo for your cause in it.
