Embossing on Metal

I'm helping the sponsor of the literary magazine at my school - he
wants to make real dog tags, like the ones that the Army uses. I've
searched the Internet and can't find an inexpensive machine to make
over 700 embossed metal tags. Do any of you have any suggestions?
