I do not accept any work that is not completed to at least an 80%. At which time I say "sign it and turn it in." Or I may make some suggestions that would raise it a few percentage points if I sense they are eager to improve. I teach drawing and painting classes exclusively at a high school. But this has eliminated trying to access those incomplete or terribly under finished pieces that plagued me for years and were a waste of both their and my time. It has also stopped the eternal end of the year question; "How many points do I have to earn on this drawing to earn a 59.5% for the year? If they are not finished to at least 80% then they are zeros.
