Definitely tear, not cut. The torn edges seem to blend better when they dry,
 When we cut the bags the edges did not stay as flat. And yes, we soaked
lots of large pieces- lots and lots! But remember, unlike newspaper you need
only one to two layers over your armature because the brown bags are so strong.
If you want you could use colored bulletin board paper (you know the kind that
comes in the big rolls of 1,000'- doesn't almost every school have that?)
instead of paint for the second or final layer. Tear this paper, coat with papier
mache paste, and apply. Then, when dry, brush over the whole sculpture with
gloss (or matt) medium for a finished look.
