ross paste vs. glue and flour paper mache

I love doing paper mache with good, old fashioned glue
and water and maybe some flour. I've made huge,
larger than life sculptures with it.

However, I can't even cover a balloon with Ross paste!

Why not?? I just can't get it to stick. I soal it a
little, I soak it alot. It just peels off.
Every time!

Has anyone else had this probelem?

Also, how do you dispose of the leftovers of Ross
paste?
