This could be HARASSMENT, investigate and report it to a Principal if indeed any form of harassment is indeed occuring.

What would you long term teachers with much more experience think if a mom
sent a note to the principal this week about a boy in her daughter's class
and stated that last year he made her daughter's year miserable? She is
saying the boy actually gave her bruises and was verbally abusive. The
second grade teacher knows nothing of this and says that she would have
noticed (class of 12 students) and the boy's mom knew nothing about it all
year. The girl has a flirtatous attitude and then gets really angry when
irritated. She is 9 years old.
