State pay incentives

I am looking for anyone who has experienced receiving pay incentives for
being a part of an exemplary school. I am the chair of a committee that must
make recommendations to the administration regarding our school's bonus from
the state for teacher pay incentives. How did your school divide the $$?
What was the state law that regulated the division of the funds? How about
the teacher union? What did they say about it?
