Gifted Curriculum

Our district's scheduling has very limited time with grades 3 and 4 (1 half
hour session every 6 days). So I see them maybe 28 times a year (if there
aren't any conflicting assemblies/field trips/snow days/etc...) I'd like to
get more time in with them, but the district isn't interested in hiring MORE
SPECIALISTS. Of course.
We are considering offering a gifted Visual Arts program for grades 3 and 4.
This would only involve hiring ONE SPECIALIST. I've searched the archives and
there's a little bit on gifted and talented. Maybe someone out there can help
me out.
I need some justification for starting up the Gifted program (in addition to
what I've found on my own)...any ideas would be welcome.
