I have seen this as a fundraiser at a school fair. For a dollar (or larger
donation) students/teachers would use large butcher wrap paper, form it around
your head, shape with masking tape, roll, tuck and design incredible hats!
Then the hat wearer could pick an adormnment from a large box of stuff which
would be the finishing touch on the hat.
