Mark,
Here are some of the thngs I have used -
jar lids - I will wash these a few times - then toss. Great for handing out
paint, great for mixing. Looking at the attributes that you need - (cheap,
travels) - you would have to be careful stacking - but it would work -

portion cups - I have asked at resturants, I can buy them at Sam's Warehouse
if you have them - w/lids

Our lunchroom had neat little portion 'squares' (nice wide, flat bottoms)
maybe 2" by 2" - that I could buy from them - 1? each, - no lids but I stack
them into groups w/ lunchroom trays (could use flat coke boxes, cardboard...)
between them.

Shoe boxes with baby food jars. (Very heavy - I wouldn't carry them around - )

I had one parent that was a flight attendant on overseas flights - she would
save the little squares (1 1/2" x 1 1/2") that held the salt and pepper
dispensers - no lids though - I am only mentioning these because if you let
parents in on the problem - they may have a solution too.
