It sounds to me like you are using poured plaster rather than paris craft
plaster strips. If you let the plaster dry completely.....(it must be bone dry!)
you can sand off the imperfections and then paint with a couple of coats of
gesso to seal and smooth further. Plaster of Paris is really not an over night
project as it also needs to be completely dry to really paint it. Otherwise,
you get that fresco effect where your first layer of paint sort of seeps into
the plaster and you get some residue in your paint and the plaster can crack
and crumble. Once it is completely dry, it is very solid to work
with...unless it is very thin.
