I use flour and water all the time to make a paste for papier-mache and I haven't had a problem with it drying. I don't know the ratio--I just dump into water and stir--but I keep it on the thin side and make sure that the strips are wet but not totally saturated when I apply it to the form.

Also, I turn things over (if I can't suspend them) so that all of it dries. It's never taken more than 2 days to dry, so I'm not sure what the problem was with her mixture (and I don't add anything to it).
