TAAS - Possible Scandle in Testing

Time magazine September 11, 2000 issue had an article about testing.
According to the article, some of the miracle schools that went from failing
to 90+% passing have a dirty little secret. Up to 50% of their minority and
high risk students have been labeled severally learning disabled, so they
would be exempt from TAAS. While TAAS scores have risen, SAT and other
scores have not.
