My school district has no elementary art teachers. Since I moved here 3 years ago I have been working on trying to get something going.

The Elementary Design Team that I have been on since June is submitting a document next week and we have recommended that visual arts taught by a licensed specialist teacher be added to each building.

Every recommendation that we make needs to be backed by research. So, I need a quote that would make a strong impact on the value of an art program at the elementary level. It needs to be one paragraph and concise.
Any Ideas?????
