This isn't quite what you had in mind I am sure but if you started here you
might be able to create a board that would closely resemble the bought
scratchboards.
My students create scratchboards every year. This is my one concession to
Holiday Art. We create Halloween or Fall Scratchboards. We divide
posterboard into different sections and color each section with a heavy
coat of waxy crayon. After the coloring we paint the whole thing with
black tempera mix with dishwashing liquid. The dishwashing liquid keeps
the tempera from flaking while drawing.
