elementry art program

Hello,
I am looking for an elementary art program. I moved to a small rural
community about 10 miles east of Winchester, VA and discovered that the
art teacher was cut out of the school budget. The PTO's are looking for
an alternative art program for kids K through 5th grade. Cost is a
factor, since I am in a rural community.

In my quest for a model of alternate art program I am discovering that
many areas are cutting their art teachers and supplementing with Art
Workshops, is this a growing trend? I like the idea of real artist
showing the kids their craft. While I find that it provides a spark
for the children I find that there is no follow-through to make the
spark into a flame.
