Judie,
IRC is not a web chat site. It stands for Internet Relay Chat. You download
a seperate program to access it. Depending on what computer you have you
download different programs. It's either:

MAC: http://www.xs4all.nl/~ircle/

PC: http://www.mirc.com/

There are explicit instructions for setup for each on the website where you
go to download the program.

Let me know if you need any more help.
I use a mac so I know about Ircle, but I can ask friends for help with MIRC.
