need mat cutter suggestions

I spend a lot of time cutting mats from posterboards prior to Spring
contests. I would like to know of a brand of mat cutter to buy.
I have in mind a price of $70.00 or less.
In all of my college years I never saw a mat cutter in operation
and as a teacher in a small rural school I have not seen any except those
owned by the professional picture framers but those are expensive jobs
that do bevels etc.
I have catalogs from Dick Blick and Sax.

This cutter need not cut beveled edges or cut thru thick professional mat
board.
It should be able to simply and easily be operated by a high schooler
with little patience for instruction as to the quality expecte for contests.
(Currently we cut them all by hand with a metal yardstick, but if it's
for a contest, I end up having to redo them myself.)
It should be able to cut a hole at least about 20" by 26" from a standard
white piece of posterboard.
