I've made bobbleheads. I used a jar for the body, covered it with
newspaper and masking tape for the armature, attached a long
piece of ordinary stovepipe wire--the stuff I use for my kiddies wire
figures -- along the body and emerging out the neck area. I
covered the body with Sculpey. Then I wrapped the wire sticking
out around a marker to make the coil. I taped a paper ball head to
the spring and covered it with Sculpey -- smaller is better. Then
baked it. Then painted it. A time consuming project, but fun.

If I were doing it quick and dirty I would use Styrofoam balls that I
could just shove the wire into, glue on attachments and a base.
