Use paper bags torn into 2"-3" squares (not cut) -- the kids can slap one
more layer on and it should be ok. One layer of brown paper bags equals about
3 of newspaper. I use refuse copy paper at my school, which is 2x as fast as
newspaper. It's a bit of a pain for the little ones because the straight
edges don't lie flat and might need to be torn off. Keep the paste thin and
tell the kids to polish the surface before they leave it for the day. Good
