Sandra posted some good web page publishing instructions.
Another way to go about it would be to invite the help of
your students. It's been my experience that there's always
at least a few computer-saavy students who know their stuff
and could set up the web publishing and painting programs.

Don't spend money on a web page application. It is very easy to do in
Netscape. You need to be using either the old version of Netscape
Navigator 3.0, or the newer version Netscape Communicator 4.5 or higher.
Both of them will have under the File menu a New Blank Page selection.
Just experiment with it. A tool bar appears across the top. It is very
easy to make simple, basic web pages - without having to teach students
any html code - it is created automatically. You just type your text,
insert your images or artwork, create links to other pages, and so on.
Pages that are created need to be saved with a one word name, all
lowercase, followed by .htm Images need to be .gif or .jpg and all
images need to be saved in the same folder as the page itself. If you
have a password for uploading files to your server (to actually put
pages online) that is also very easy to do using the File and Publish
command. All you have to do is type in the URL you need to ftp the page
to.
