Questions about the Resources for Organising a DBAE Programme

I would like to ask some questions about the resources of organising a
DBAE programme.
After reading the DBAE hand book, I found that a successful programme
relies on enormous resources. Museums, teacher education institutions,
school districts and other community art organisations are required to
work together. Teachers, principals, artists and curators are also
required to be highly involved.

1.Is it not difficult to obtain adequate assistance from the above
institutions and persons?
2.USA is a very big place. Would it be difficult for schools in
sparsely populated areas to get assistance easily?

I would much appreciate answers to the above questions from art teachers
in USA or in other countries.
