I was able to get into the Texas Legislature site. The bill goes into effect
September 1, 2001, if Gov. Perry signs. The site said it was still in
committee. I'm hoping that they just haven't had time to update the site
since they closed the session Friday. Otherwise we will probably have to
wait for the next regular session in 2003. They didn't deal with
redistricting. Gov. Perry will probably call a special session for dealing
with that issue, but during a special session they can only deal with the
issue they are called for.

Highlights
$1,000 per year to each public school employee (to be used pay premiums,
invest in a medical savings account, take as direct salary or a combination
of the three)
$75 per month per employee from state to school districts to apply to
employee health insurance
Each school district must spend at least $150 per month per employee
Creates a new statewide group plan to help small school districts pool
buying power
School districts with fewer than 500 employees (80% of school districts in
Texas) must participate in the new state group plan.
Large districts may join plan later
Questions:
Does this go in effect for the 2001-2002 school year? (Given past
legislation I expect it does)
I heard briefly on the news that summer vacation was being "extended" to
August 20th (translation school may not start before August 20th). Has
anyone heard about this legislation?
