I don't know who you were wanting to respond but I'll give it a go.
Your right, 14 grades is a lot to teach and plan for. I guess you
would eventually get used to it. I would want to see a sample
schedule of classes to make sure that you hads enough planning
time. Also, how long are your classes? One person from the lists
said that she has two grades do the same thing, and just plans for
two years at a time instead of one. That way you wouldn't have 14
preps, only 7. Makes sense to do that in the elem. level, but not
the secondary. They need to build more on the concepts and
such.
Right now there are 320 kids in my scool and we meet for 9 weeks.
 That means that I would teach about 100 kids every 9 weeks and
400 every year. (Some repeat and take art 2 or 3 times a year. )
There's no way to have a program that builds from one level to the
next doing it that way. Next year we are probably going to a
semester long program which is great!!

Well, I would say that if planning is taking way more time than you
have DURING SCHOOL HOURS, then you would need to step in
and say, "it isn't working, need two teachers, one for lower and one
for upper or that lower needs to go to art only once every two
weeks instead of every week." they could even get a part time
teacher to take some of the classes, not quite half. But don't sit
there and work two or three hours after school every day. That is
where I draw the line. I know that some days take longer than
others to plan out but I would need more money to stay longer than
8 hours. (7 are required, I'll give them one extra)
