1. We work on what is called "Zero based " budgeting which means every
penny spent must be justified. I am at the high school and I have to account
for money in several categories --- General Supplies, New equipment,
Replacement equipment, Repairs to equipment, Software, textbooks, Contracted
services, Travel expenses, Professional fees -- I'm sure I am forgetting a
few. In November, I make very specific requests in each of these areas.
Large items need written documentation of need. The budget requests are
reviewed by the principal and the superintendent and then taken to the Board
for approval. Needles to say I have sat through some pretty harassing
moments in boards meetings where a few dollars requested where questioned.
Once the board approves the money I have my own accounts that are not
touched. I am department coordinator and I approve all purchase orders for
the art staff. The only good thing about this is that I can spend the money
at anytime during the year until I get a cut-off notice. That notice just
came a couple of weeks ago and I still had money left in my repairs account.
I found away to use it.
The middle schools and elementary are not as specific. The teachers make
requests and it's pretty much up to the principals to approve. They strive
for equity between the schools which usually means per/pupil cost.
I just today finished reviewing the bids from al the vendors for all the art
supplies in the entire district for next year. I go through it, item by
item, and make sure unwanted substitutions are not being made.
The budget consumes me and guess what, I teach five classes a day, too.
The bottom line is that whatever the board approves for art is untouchable
by the principal unless left unspent.
Don't you know I always find away to spend it.
2. The general rule is, if the janitors are in the building the teachers can
get in.
Our high school is used so much by the public that there is usually not a
problem at least until 11:00 PM. I have a master key to the building , but
chose not to get involved with the security system. My specific room has a
separate alarm. I can go in any time, only problem is, if I want to go to
the bathroom, I'll set off the bells and whistles.
