I have my own budget and legally the principal has access to it. However,
he has always honored all the separate budgets in our school. We have a
great principal!
    How many have your budget at the descretion of the principal?

Building access varies by building and principal choice. At my building we
can have keys to work on off hours IF we take a course on how to secure the
building and reset all alarms. I've never bothered with doing this...I do
not like being in the building alone.
