Mark,
 CISD means consolidated independent school district (they merged two
districts I think the only time I've ever seen this used is Lamar). ISD
means Independent School District, they can cross city and county lines,
citizens within the district elect their own governing bodies (school
boards), that hire all personnel, set policy (including curriculum within
state and fed standards and laws) and levy Property taxes to support the
school district (they also receive money from the state like states receive
money from the feds.) I found a list on the internet saying there are 516
Independent School Districts in the state of texas.
