Assistance with PC graphics anyone?

Hi ArtsEdNet people:

As a Mac user who has recently transfered to PC, I'm wondering if there is
a favorite program for handling visual images.

For example, GraphicConverter can read over 100 types of graphic files
(including BMP) and can save to about 40. But that program is only for MAC.

How can I manipulate a graphics file on the PC platform?
Suspect a lot of you know how to do this!

We use copyright-free downloadable files and scanned visual files in our
Arts Education program.

Thanks in advance for any help, pointers, further URL's anyone can provide.
