publishing photos of public art

Good morning, ArtsEdNet:

I have a question hopefully someone out there will be able to
answer. I want to print a photograph I took of a public
sculpture to accompany an article. The work is owned by the city
of Dallas. Can I publish photos of public art if I took the
photographs? I've already called the city but can't even locate
anyone that knows anything about the work, much less someone to
give me permission.
