Monica,
I found it wasn't necessarily certain brands of tissue paper
that didn't work. I found that it was the tissue paper that had been
exposed to light. For my kindergarden classes, I cut tissue paper into
different shapes and sizes and kept them in paper folders for min.
light exposure.
A little messy, but it wouldn't stop me from doing this again.
