Go through all the steps:

If they refuse to do anything, you can't make them. If they refuse after you have gone through all the steps, that way you are covered. You can either send them out of class or just fail them. Either way, you have done all you can. Obviously there are other serious issues if a student refuses to do any thing!!! After all, in most (I do realize this is not always the case)cases, they can choose art or something else.
