Another problem is that national and state standards do NOT specify who has
to teach the mandated subjects. Standards tell us what students should know
and be able to do in the arts, but they do not say who should teach them. By
having generalist teachers provide arts instruction, administrators can save
a few bucks by not hiring specialists. As we all know, quality arts
instruction is rarely delivered by non-art specialists. Administrators
wouldn't ask an illiterate to teach language arts, why would they ask a
visual illiterate to teach art?

Later in the month I will be delivering a talk in Flagstaff about this very
subject. In the audience will be campus principals as well as city, county,
and state superintendents of schools. I hope to ruffle a few feathers and
then offer some solutions in the form of some of my pre-service students who
will be in the audience.

believe the arts are listed as a "core subject" in the NCLB act.The problem
is that, with the big push for testing in the so-called academic subjects,
