entering art students in competition?

I teach approx 100 children in 3rd-6th 1x per week and 15 children in 7/8th
grade class 3x per week.
My dilema: I can only enter 36 pieces into our district's art competition.
Only 5th-8th can actually take a day and view this event, 3rd and 4th have to
remain at school.
I have very sophisticated, outstanding work by some in the older group so I
was thinking of taking 2 pieces per student. That limits the number of lower
elementary students that can have their art submitted.
My question: Should I favor those kids actually going to the event who have
had more art time so they have more art to choose from or try to limit the
pieces so more kids can have their art considered but won't actually see the
