Don't try to spraypaint styrofoam. It will dissolve the styrofoam. One thing you could do is to take cardboard cutouts of the musical notes and stuff them with newspaper. Apply a thin coating of paper mache strips (newspaper with glue water) over the edges, then spray paint. This will keep them light weight.
