hard pastel chalk

Hello all!
Strange that this late in the year I continue to find things that were stowed
away by the former art teacher! I have just recently found some old pastel
chalk piled into tin pans that were used with white paint. I thought to use
these with my first graders in making some portraits but they are a bit too
hard. How can I soften these up? When I tried them out on construction paper
they tore the paper. Is it a lost cause?
