I'm not sure what grade level you are but here is my experience with
    backpack issues.
We have a no backpack general policy in our high school.
Many reasons, one of which is that the students put them in the isles and
    kids trip over them.
So you could state the safety issue. Also, we don't allow them because they
sneak food and pop in them into the classroom. Good luck with your issue.

            Hi all,
Just 8 days away from spring break and it's snowing in N. Michigan.
Despite the weather, spring fever is bursting and one of its aspects
    is
that stealing picks up. I'm getting hit harder than usual due to my
situation with needing supplies out of my closet and having to send
    kids
with my keys. Personal things are getting swiped so I'm getting a
    lock
on one of my file cabinets for personal belongings. The other issue
    is
petty vandalism and thievery off my cart. I'm thinking of banning
backpacks. What do you think about this?

Would it show distrust and result in resentment?
