You can thin waterbase ink with water. The goo you see is a medium or binder
that mixes the pigment into a printable ink consistency. This is also water
soluble.
Squeeze the ink onto a plate of glass or masonite and with a palette knife
mix a little water with it and mix in with the knife. If it has any life
left, it will mix with the water and the binder for the ink will mix in as
well. Then it should be ready to use with a brayer.
If this should not work try adding some white glue to the tempera for a
thickener and binder for printing.
