Video and copyright

A question in two parts.....
1. There was a big deal here on the west coast about a year ago about Disney
suing preschools who were showing their films. Disney contended the
preschools were broadcasting the videos to their kids in violation of
copyright law and were thus entitled to royalties. I know there is an
organization that licenses videos (for a fee) for performance. Does anyone
know the name of this organization and how they can be contacted?
2. The same FBI copyright warning also appears on an educational video I
purchased out of an art ed catalog ..... Strictly interpreted, it seems I
can't legally play this video for my class ..... even though it, and many
others like it are marketed to art teachers ..... thoughts anyone???
