I am not an expert on telephone wire but I am a
metalworker/silversmith/educator.
The visible wire in the core of each strand is copper, just like the statue
of liberty.
The copper has a colored sheathing which insulates it from the adjoining
wires.

I have never heard that there is lead in telephone wire
