    Lets see if I remember this correctly

    In the US, it is going to depend on the state your living in, whether
    planning time is set by law or contract. Texas is a "right to work state",
    minimum salaries and work standards for teachers are set by the (amateur)
    state legislature. (They fortunately work part time meeting once every two
    years keeping damage to a minimum). School districts are allowed to raise
    salaries and work standards, but not lower them. Many southern/western
    states are right to work, and I would guess they operate under a similar
    system with no or few union contracts. Teachers still join the union for the
    protection afforded by insurance and access to lawyers.

    Definitions (not applicable to state employees like teachers necessarily)
    Right to Work state - Unions can negotiate contracts with a business, if
    voted in, but cannot require that all employees join in order to work at
    that business.

    Union shop state (I think that is the correcterm) - If a union is voted in
    by the employees, all employees covered by the resulting contract must join
    the union in order to continue their jobs.

    I work in Texas. It's the law here that each teacher have 45 minutes plan
    each day. Mine comes at one school in the morning. 7:45-8:35. I usually
    have
    to stay after school until 5:00 to get organized. It's like having lab
    everyday and each class is doing a different project. I have two schools and
    am lucky to have a room at each school so at least I can organize the way I
    want. My other school is smaller and I have one hour, 45 mintues or more
    each day, depending on the day. I love having the time to hang art and
    plan.
     I would love more having one school, but a lot of teachers in my district
    with one school, work out of a room the size of my bathroom. I did the cart
    one year and hated it! I like having my own space and I think the kids
    respect you more when they come to the art room. Janet
