    I don't know if this would work in high school, but in el. I have four
    scissors at each table, and students are not excused until the scissors are
    in their proper places.

    One class had a trickster who liked to hide scissors, and I had to let them
    go because it took too long to find them. Sooooooooo, I made a box of
    numbered scissors, each with their own numbered slot (I used my old,
    leftover, non-Fiskars). Each student was assigned a number, so I knew
    exactly who didn't have their scissors. Perhaps this would work?
