    AN ART TEACHER IN EVERY SCHOOL?
    Pending Legislation in New York

    The New York State Art Teachers Association (NYSATA) has actively pursued
    certification for art educators at the elementary level. "Our resolutions
    and advocacy efforts are having an effect," states NYSATA President Jessica
    Bayer

    NY Assemblyman Tonko and State Senator Farley have introduced legislation
    that will amend education law and require specialist certification for
    visual art and music teachers, grades 1-6:
    "Section 1. The education law is amended by adding a new section 814 to
    read as follows:
    S. 814. Music and visual arts instruction for grades one through six.
    Music in grades one through six shall be taught by a certified music
    specialist. Visual arts in grades on through six shall be taught by a
    certified visual arts specialist.
    S. 2. This act shall take effect on the first day of July next succeeding
    the date on which it shall have become a law."

    "We applaud the efforts of the New York arts educators who have taken
    advocacy to the policy level," said Eldon Katter, NAEA President. "There
    are many states that still do not have art teachers in elementary schools.
    This is a good example of the type of legislation and follow-up campaign
    that should be introduced in those states. Sometimes all it takes is to
    tell the right person what you want!"

    Bayer also urged members to write or email the Assembly Members and
    Senators in their districts and ask them to support this legislation,
    asking parents, PTAs, colleagues and community members to join them in this
    effort.

    According to Roger Hyndman, Associate, New York State Education Department,
    "I support the proposed legislation. The legislation, as proposed, would
    increase quality instruction in the visual arts for every child in grades
    one through six in New York State."

    "The importance of having a qualified and trained art teacher in every
    classroom is obvious: students learn more when their teacher knows more,"
    said Mac Arthur Goodwin, NAEA President elect. "No other intervention can
    make the difference that a knowledgeable, skillful art teacher can make in
    the learning process,"
