    Bullseye!!! It seems to me that programs such as Blue ribbon schools, here
    in SC Palmetto's Finest, etc., identify a school as having an art program if
    it says so on paper. The reality is of no interest. You are lucky if they
    even come to your room. I know of a high school locally who put on their
    first theatrical production in YEARS for Blue Ribbon. They won. Of course the
    idea stuck and now they do a really good production every year.
