Yes, The way I have heard it explained is that, for example, a person who
works in mosaic tile will come to schools and talk about their trade,
demonstrate their technique and make an object that will belong to the artist.
In other words, education gets to pay for what the National Endowment for the
Arts isn't paying for anymore. And its at the expense of the students who
don't get a properly trained art teacher because this program is in place!
